Take the factory to the province to find workers

The expansion of factories in the provinces makes it easier for businesses to hire workers, which lowers pressure when unskilled workers in the city are scarce and hard to find.

“However, finding people in the city is not easy,” Ms. Le Thi Ha Chi, deputy general director of the Corporation. For several consecutive months, the recruitment department in Ho Chi Minh City was not recruiting enough as the requirement increased by only 20%, the lowest compared to other factories in the same system.

While Ho Chi Minh City has its difficulties, the provinces are a bit easier, receiving 2-3 times more applications per day. According to Ms.Chi, if in the city, businesses have to pay 10 million VND per month to retain workers, and in the province, only 7 million VND can be recruited because they work close to home, low the cost of living. .

Over the past 5 years, Nha Be Garment has expanded its production to 10 provinces in the Western, Central and Central Highlands regions. The corporation has 20,000 employees, but 15,000 people work in local factories. Ms. said. Chi that bringing the factory to the province helps businesses increase production capacity. Labor costs are lower, so the factory creates a competitive price advantage to attract customers and create more orders. Workers’ incomes have also increased since then.

Similarly, in the past few years, Vietnam Samho Co., Ltd. (Cu Chi district), which specializes in the manufacture of leather shoes, which is 100% Korean capital, has set up a factory in An Giang to proactively source labor. .


Mr. Do Truong Hoang Phuc, Head of the Company’s Human Resources Department, said that after Tet, the demand for new recruits in the two factories reached several thousand people, but in the province, the source was very quickly found. Every day, the human resources department of the factory in An Giang receives more than 100 applications while in Ho Chi Minh City, the highest day, only 30 people come to ask for work. At the beginning of this March, the factory in An Giang got enough people, and also helped find workers for the factory in the city.


The expansion of the factory in the province is not just the story of Samho or Nha Be Garment. Ms. said. Nguyen Thi Thuy, Vice President of the Vietnam Textile and Apparel Union, that most of the group’s companies are planning to expand the province. This helps to solve the problem of human resource shortage in big cities, especially Ho Chi Minh City. Businesses are also reducing wage and social insurance costs due to lower regional minimum wages. Local workers with jobs do not have to leave their hometown.

However, factories in the province face many difficulties. Workers live with their families, close to their relatives, so whenever there is pleasure, the crop will stop working, which affects production. Initially, companies continued to speculate about the characteristics of industrial production, a person’s vacation would cause line disruption, productivity not achieved, and low wages. Rewards and penalties for diligence make workers more aware.

In addition, traffic in some localities is inconvenient, far from ports and airports … so the logistics cost is huge. Workers are plentiful, but it is difficult to find qualified personnel, which also makes it difficult for factories.


According to public policy expert Nguyen Quang Dong, bringing the factory to the province not only solves the story of labor shortage in big cities but it also helps improve the lives of workers. In the fourth outbreak of the epidemic, millions of repatriates revealed policy gaps to support migrant workers in the provinces and cities. Workers cannot buy houses or raise children in the city, most of them have to stay in the countryside, their families are separated, the social consequences are enormous.


As noted by the Center for Industrial Relations Research, inadequate living wages and high urban costs were two reasons why workers in southern provinces and cities returned to their homeland during the outbreak. Many people then did not return to the city even after the epidemic was under control.

“Workers are paying a very high price for 30 years of industry development and this situation needs to stop as soon as possible,” Mr. Dong said.

According to Mr. Dong, in the coming years, labor-intensive industries such as textiles, garments and footwear will still play a significant role in creating jobs for unskilled workers and former workers. However, the state needs to have appropriate policies, move factories to localities, close to the source of labor, so that people can have jobs but not far from their hometown.


In addition, the Central Government should have a general policy to gradually move labor-power factories out to big cities. Localities like Ho Chi Minh City, Da Nang, Dong Nai … are not allowed to invest in new labor-intensive industries, but focus on building technology groups and utilizing highly qualified human resources. In addition, provinces with large labor-power will need to invest in infrastructure and ports, with tax incentives, and low-interest loans for new factories.
