Urgently training Resolution 128 and Guidelines 4800 for localities across the country

The Government Office has just issued Notice 277/TB-VPCP dated October 24, 2021 on the conclusion of Prime Minister Pham Minh Chinh, at an online meeting with the provinces of Soc Trang, Ca Mau and Phu Tho on the work. COVID-19 prevention and control.

The Prime Minister welcomed the provinces of Soc Trang, Ca Mau and Phu Tho for their great efforts in disease prevention and control; Each locality has had different creative ways to achieve results in epidemic prevention but still ensures compliance with the general provisions in Resolution No. 128/NQ-CP dated October 11, 2021 of the Government. The Government promulgates the Provisional Regulations "Safe adaptation, flexibility, effective control of the COVID-19 epidemic" (Resolution 128) and Decision No. 4800/QD-BYT dated October 12, 2021 of the Ministry of Health on the promulgation of Interim Guidance on Medical Professionals implementing Resolution No. 128/NQ-CP dated October 11, 2021 (Guideline 4800).

The Prime Minister requested localities to quickly control newly arising outbreaks, persistently implement measures that have been uniformly directed from the central to local levels; strictly follow the provisions of Resolution 128, Decision 4800 and based on local practical conditions to assess the level of the epidemic at the smallest possible scale to apply medical and administrative measures in accordance with each level of translation, each location.

The pandemic can occur anywhere, anytime, so when implementing flexibly, safely adapting, and effectively controlling the epidemic, it is still necessary to thoroughly understand and strictly adhere to the motto: “5K + vaccine.” + treatment + technology and actively propagate, mobilize and raise the people's consciousness". Encourage localities to review, promptly adjust and supplement, and come up with creative solutions suitable to local practical conditions.

Focus on upgrading and strengthening the capacity of the health system at all levels

In order to remove difficulties and obstacles, and promptly support localities to adapt safely, flexibly, and effectively control the epidemic situation, the Prime Minister requested the Ministry of Health to urgently perform a number of tasks. the following services and measures:

Urgently organize training (either face-to-face or online) for localities across the country on Resolution 128 and Guidance 4800 to remove difficulties, obstacles and inadequacies in the process of implementation, sharing and exchange experiences among localities, thereby raising awareness and uniformly implementing nationwide. In the process of organizing and implementing, at the same time, promptly amend, supplement and adjust to suit reality.

Coordinate with localities to review, evaluate and adjust regulations on epidemic levels according to the guidance of the Ministry of Health, be responsible for updating and publicizing the epidemic level of each province and city directly under the Central Government in accordance with general standards, criteria, conditions and processes; creating national unity, ensuring that people, businesses and administrative units at commune and village levels have a basis for convenient implementation.

Focus on upgrading and strengthening the capacity of the health system at all levels, especially the treatment capacity of the commune health system to classify and treat at an early stage, from a distance, right from the grassroots. Gradually adding medical equipment to treatment areas on the 3rd floor at hospitals that are treating F0.

Strengthen testing capacity for localities; guide localities to carry out the procurement of biological products, medical supplies, installation of liquid oxygen tank systems for treatment.

Prioritize the allocation of vaccines and therapeutic drugs to the provinces of Soc Trang, Ca Mau and Phu Tho, ensuring science, flexibility and appropriateness to the epidemic situation. Urgently develop a specific vaccine guarantee plan in the remaining 2 months of 2021 and 2022 in which the type and quantity of vaccines are suitable for booster injection.


Ensure people have the fastest and earliest medical access

The Prime Minister also requested the People's Committees of the provinces: Soc Trang, Ca Mau and Phu Tho to speed up the progress and scientific, safe, reasonable, effective injection organization, in which, giving priority to vaccination for high-risk subjects in epidemic areas.

For areas in the "orange" and "red zones", mobile medical stations must be established and put into operation immediately, ensuring that people have the fastest and earliest medical access, avoiding overloading of medical lines. above. In other areas, there must be specific plans to ensure they are ready when required.

Continue to coordinate closely and more effectively in transporting people from one locality to another, ensuring medical safety, security, order and social security for the people.
