Enterprises are "thirsty" for labor to restore production

It is the time to accelerate the recovery of production and business after the pandemic, however, many businesses are "red eyes" looking for workers but not enough. Labor shortage mainly lies in the group of unskilled workers in the textile and garment industry, assembling electronic components, and wood processing.

According to Mr. Nguyen Van Nguyen, Deputy General Director of Catalan Joint Stock Company, in the past 2 years, the Covid-19 pandemic has developed complicatedly, greatly affecting the production activities of enterprises. In 2021, located in Yen Phong "hot spot", the company has to stop and extend the length of work when implementing social distancing. Entering 2022, the company again faces the difficulty of local shortage of human resources because many employees become F0.

Also facing the difficulty of lack of human resources, Deputy General Director of Garment 10 Corporation Bach Thang Long said that the corporation has over 12,000 employees working at member companies and factories in 8 provinces and cities. The number of workers suffering from F0 increased, at one time, up to 70% of workers are F0 had to take leave from work for 10-14 days in a factory.  

"Since Tet, on average, in factories and workshops, the number of F0 workers has accounted for about 40%. Many F0 workers have had to take a dozen days off, production lines and productivity have all decreased by 50-70%. affected orders. The business had to work with many partners to ask for an extension of delivery time, "said Mr. Long.

Not only the enterprises mentioned above, the labor shortage situation became more serious when the demand for business recovery of enterprises increased. In the first quarter of 2022 alone, the shortage of local labor in some areas and regions (with about 120,000 employees, equivalent to nearly 10% of the recruitment demand) is about 2%-3 % higher than in previous years. The shortage is mainly in the group of unskilled workers in the textile and garment industries, assembling electronic components, wood processing and shortages in a number of industries that have been hit hard and have had to stop working for a long time, such as tourism and education.

Notably, the local labor supply-demand imbalance and labor shortage in the southern key economic regions are still forecasted to continue in the following months as the Covid-19 pandemic continues with negative impact on more than 5 million workers.

In fact, after the pandemic was controlled, businesses returned to operate at 100% capacity, so there was a shortage of many simple workers.

Moreover, the shifting demand of foreign investors into Vietnam as well as many enterprises expanding production scale to meet increasing orders makes the labor shortage even more obvious.

Along with that, in the last 6 weeks, the rate of people infected with COVID-19 has increased in a short period of time, many workers have been infected or had to take time off to take care of relatives with COVID-19 which has resulted in a shortage of workers.

Ngo Duy Hieu, Vice President of the Vietnam General Confederation of Labor, said that there are many causes of labor shortage, which are: After Tet, a part of workers return to their hometown to celebrate Tet and avoid pandemic, has found a new job with an attractive income, working close to family. Many businesses are in need expanding production and recruiting more workers. The prices of goods have increased, the wages of workers are not enough to cover the cost of living, so they do not dare to return to big cities and industrial zones.

Besides, the salary and welfare regime in many labor-intensive enterprises such as textiles, footwear, electronics... are mostly low, but the job requirements and working hours are too high, so a part of people laborers must find new, flexible jobs with better incomes. The pandemic situation is still complicated, a part of employees are F0, F1...

“The difficulty of workers in terms of income, housing, and children's education is one of the main causes of the situation of workers moving from the formal labor sector to the informal sector, do not return to the old business," emphasized Mr. Hieu.

To overcome the labor shortage, the Deputy Minister of Labour, Invalids and Social Affairs proposed four solutions: Direct support for workers; assisting employers in attracting and recruiting; focus on training to improve the quality of labor supply; organize the connection of labor supply - demand.

Directing on this issue, Deputy Prime Minister Vu Duc Dam said that this is a big issue, both urgent and of long-term strategic significance.

Therefore, the Deputy Prime Minister requested, in the immediate future, the Ministry of Labour, Invalids and Social Affairs to coordinate with ministries, branches and localities to effectively implement Resolution 11 on the socio-economic recovery and development program and implement the Resolution No. 43/2022/QH15 of the National Assembly on fiscal and monetary policies to support the Program, Directive 16 on the implementation of urgent measures to prevent and control the COVID-19 pandemic, Decision 08 on the implementation of policies and procedures, the Prime Minister's policy on housing rental support for employees; continue to grasp and fully assess the difficult situation of workers, coordinate with localities to support really difficult workers, helping them feel secure in their production work; urgently submit to the Government for promulgation a draft Decree on regional minimum wages.

In the long-term, the Ministry of Planning and Investment needs to study and advise the Government to perfect the strategy of attracting investment, avoiding the concentration of labor-intensive enterprises in some localities, creating pressure on infrastructure social strata.

The Ministry of Labour, Invalids and Social Affairs has effectively implemented the Vocational Education Development Strategy for the period of 2021 - 2030, with a vision to 2045, with a strong orientation on opening new and training high-tech industries to meet the requirements of the Revolution Industry 4.0, soon amend the Law on Social Insurance, design scientific and strict regulations, encourage employees to participate in long-term social insurance.
