Promoting effective social dialogue and effective collective bargaining in the Vietnam’s textile and garment industry

On April 20, the second meeting of the project advisory board to promote dialogue in the workplace and effective negotiation in Vietnam's textile and garment industry in 2022 took place in Hanoi.
On April 20, the second meeting of the project advisory board to promote dialogue in the workplace and effective negotiation in Vietnam's textile and garment industry in 2022 took place in Hanoi. Members of the working group included: Labor Relations Board, Central Project Advisory Board, Mr. Truong Van Cam - Vice Chairman of VITAS, Mr. Henk van Beers, Ms. Isabelle de Lijser and CNV staff in Hanoi.



The meeting aimed to share updates on the progress of cooperation activities in 2022, and at the same time to plan training for the source trainers of the tripartite partners.

Accordingly, the activities implemented in the first quarter of 2022 include:

• Unify the work plan and cost estimates for the partners involved in the implementation of the project at both central and provincial levels

• Building and signing new group agreements in Hai Duong

• Monitoring the implementation and expansion of group agreements in Hung Yen

• Renewing and expanding group agreements in HCM City

• Building and signing new group agreements in Dong Nai

• Meetings with the Senior Delegation of CNV International and Fair Wear:

• The 1st Central Level Project Advisory Board Meeting in 2022

 

The parties have agreed to propose an operation plan in the second quarter of 2022:

 

The Vietnam General Confederation of Labor will preside over the following activities:

• Organizing 6 training courses for source trainers on social dialogue (skills, active training methods)

• Preparing a Draft of Cooperation Memorandum between CNV and the General Confederation of Labor

• Approving the project document “Promoting Social Dialogue in the Workplace and Effective Collective Bargaining in the Textile garment Industry Phase 2”.

• Strengthening the members of the Central-level Project Advisory Board phase 2

• Monitoring the implementation of the group agreement in Van Lam, Hung Yen and continue to strengthen the ability of the core group of participating enterprises

• Building and signing new group agreements in Hai Duong

• Renewing and expanding group agreements in Ho Chi Minh City

• Building and signing new group agreements in Dong Nai

• Preparing the trip for studying, learning from the experience of social dialogue and collective bargaining in the Netherlands

The Vietnam Textile and Apparel Association presides over the following activities:

1. In Hai Duong

• Training activities on Social Dialogue for employers in Cam Giang district and Hai Duong city

• Contacting and mobilizing businesses to join the group agreement in Hai Duong

2. In HCM City, Dong Nai province

• Supporting to contact and mobilising new businesses to join the group agreement;

• Meeting and connecting with business leaders participating in the project in HCM City and Dong Nai province.

The remaining VCCI will organize a workshop to share experiences in implementing Convention 98 on the application of principles of the right to organize and collective bargaining.
